What is a Substance Abuse Professional (SAP)?
A qualified SAP is an expert who assesses Department of Transportation (DOT) employees who have breached drug and alcohol testing regulations. If you fail or refuse a DOT drug or alcohol test, you will be removed from safety-sensitive duties. The SAP professional will conduct a substance abuse evaluation to offer recommendations for treatment options, education, follow-up testing, and/or aftercare.
What is the purpose of a SAP professional?
The primary function of the SAP is to ensure public safety concerning transportation employers and employees in roles sensitive to safety. The SAP must be well-versed in alcohol and drug regulations across these six sectors:
FMCSA - Federal Motor Carrier Safety Administration
FAA - Federal Aviation Administration
FRA - Federal Railroad Administration
FTA - Federal Transit Administration
USCG - United States Coast Guard
PHMSA - Pipeline and Hazardous Materials Safety Administration.
What are the Department of Transportation (DOT) Guidelines for drug and alcohol testing?
The Department of Transportation (DOT), in compliance with The Omnibus Transportation Employee Testing Act of 1991, requires drug and alcohol testing of safety-sensitive transportation employees. Safety sensitive employees are required to submit to drug and alcohol testing to maintain their safety sensitive status under 49 Code of Federal Regulations (CFR) Part 40.
